Integrated Pollution Prevention and Control legislation (IPPC) exists to control releases from polluting industries. The requirements are set out in the EU IPPC Directive, and have been in law in the UK since 2000. The Environment Agency is the central Competent Authority in England and Wales, SEPA in Scotland, though in some cases local authorities regulate specific sites.

Industrial installations operating certain processes are required to apply for a permit and if successful, operate only within its conditions. Pollution in the context of the legislation includes noise and odour nuisance as well as chemical pollution. The application will typically describe the site location and its proximity to sites of scientific interest; the relevant processes undertaken; risks associated with them, including minor accidents; risk management measures in place; monitoring and analysis for hazardous substances in site wastes, and how all wastes are treated, etc. It is necessary to justify to the satisfaction of the authorities that the Best Available Techniques are being applied to mitigate pollution and manage risks.
