REACH – Preparing to register

PFA Limited offers a broad range of services to support companies preparing to register under REACH for the first time.

Strategy support and Inquiry

When planning towards registration, particularly for Non Phase-In substances, registrants need to consider how to identify and name the substance for registration. PFA can assist prospective registrants with preparing and submitting an Inquiry dossier to ECHA to initiate the process towards registration.

Preparing documentation for REACH registration

PFA has the knowledge, expertise and capability to play a full role in REACH consultancy, and preparing the documentation required for Registration under REACH. We will:

  • Collate and review all available data and assess suitability for use in the registration.
  • Conduct, and produce supporting documentation for property prediction, including external validation.
  • Gather and document the required information on life cycle and use pattern.
  • Make proposals for classification and labelling, and assess Persistent, Bioaccumulative and Toxic (PBT)/very Persistent and very Bioaccumulative (vPvB) evidence.
  • Support the creation of material for extended Safety Data Sheets.
  • Perform Chemical Safety Assessments and prepare the Chemical Safety Report.
  • Prepare Technical Dossier in IUCLID 5 .
  • Evaluate ‘sameness’ of substances from different registrants, and prepare the Substance Identification Profile

Practical support on new testing programmes

PFA will provide practical support on new testing programmes. We will:

  • Advise on testing requirements, including methodology for testing difficult substances.
  • Assist with placing studies with suitable contract laboratories, and monitor progress.
  • Review study reports for REACH compliance and scientific validity
  • Support and/or represent clients in any negotiations with Competent Authorities over further testing issues.

Support in developing Category Approaches

Category approaches, and the appropriate use of property prediction within such groups, is a useful approach for REACH in order to justify and optimise use of predictive methods and read-across. Such methods have the scope to save potentially hundreds of millions of Euros. PFA can advise on valid use of category approaches and the benefits it can bring.

Facilitating industry co-operation

The ‘one substance, one registration’ objective means that companies often find it useful to work together as consortia, and PFA can assist with aspects of this complex and sensitive area. We can act as an independent third party for collation of commercially confidential information and offer a financial service. We can support or represent lead registrants in communicating within the SIEF (Substance Information Exchange Forum). Please click here for more details on these services.
